“Strengthening Strategic Security Cooperation in ASEAN”

1. Rationale
The political environment and international security change dramatically. As a result they create simultaneous opportunity together with various challenges in the implementation of the plan. ASEAN Political-Security Community Blueprint (APSC Blueprint) with the aims to establish an ASEAN common values as well as reinforcing ASEAN capability to cope with non-tradition security threats, and to strengthen ASEAN member countries’ cooperative efforts to be able to interact constructively with the international community with ASEAN as a regional leader.

The important mechanism of the Political and Security of ASEAN Pillar is the ASEAN Defence Ministers’ Meeting (ADMM) of which the first meeting was held in 2006 with the main objectives to strengthen peace and security in the region through cooperative mechanism with transparency and disclosure, providing advice to senior officials of ASEAN member countries as well as providing support on trust and confidence building between member states. Past ADMM meetings have made progress and have reached agreement on several aspects of the operations under the ADMM frame work. In addition, the Political and Security Cooperation of ASEAN's success depends on the technical knowhow as well as the fact that ASEAN must have common strategy on security that is established with the Ends, the Ways, and the Means. In this regard, the Track II Network of ASEAN Defence and Security Institutions (NADI) as network security cooperation in ASEAN should take the role of the Think Tank’s function that offers the knowledge and concepts or strategies in particular towards the ASEAN security cooperation strategy to be used as guide lines for conducting the ADMM more efficiently and achieving the goals of ASEAN.
